The Secretary of the Navy takes pleasure in presenting the NAVY COMMENDATION MEDAL to OPERATIONS SPECIALIST FIRST CLASS WILLIAM MICHAEL WILLIAMS UNITED STATES NAVY for service as set forth in the following CITATION: "For meritorious service as Operations Department Leading Petty Officer, Patrol Wings Pacific, Detachment Adak, Alaska from July 1983 to July 1987. Petty Officer Williams consistently performed his duties in an exemplary and highly professional manner. Displaying exceptional skill and resourcefulness, he maintained his department at peak operating efficiency, contributing to the outstanding operational posture of his command. His unparalleled knowledge of operational requirements contributed to his department's flawless performance during the unit's first command inspection. His uncommon initiative was instrumental in the command winning two "Platinum Link" awards for data link excellence. Petty Officer Williams' strong leadership, professionalism, and loyal dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."
