The Secretary of the
Navy takes pleasure in
presenting the
OPERATIONS SPECIALIST FIRST CLASS
for service as set forth in the following
"For professional achievement as Combat Information Center (CIC) Leading Petty Officer on board USS VALLEY FORGE (CG 50) from 5 September to 19 October 1989 while deployed to the Northern Pacific Ocean and Bering Sea during PACEX-89. Petty Officer Williams performed his demanding duties in an exemplary and highly professional manner. Demonstrating superlative managerial skills, insightful leadership and remarkable tenacity, he spurred his 35-man division to new performance heights during a rigorous data collection and intelligence gathering evolution. Displaying keen administrative abilities as VALLEY FORGE's chief MARREP writer, he submitted timely, comprehensive MARREPs and exercise OPREP-3 reports. His diligent efforts inspired all who observed him and contributed significantly to the successful accomplishment of VALLEY FORGE's mission. Petty Officer Williams' great drive, initiative, and loyal dedication to duty reflected great credit upon himself and were in keeping with the highest traditions of the United States Naval Service."
